Council Staff
Council employs an experienced and diverse team. The day to day running of the Shire is the responsibility of the Chief Executive Officer, who, along with Directors and staff, act on the Council's decisions by developing and putting into practice the Council policies and resolutions.
Executive Management Team
Philip Keirle has more than 10 years of experience working in executive roles in local government, including 6 years as Chief Executive Officer in North West Queensland (Cloncurry and Burke). Philip started at Cloncurry Shire Council in March 2021 and has strived to continually improve efficiency and effectiveness of service delivery across the organisation. He hopes, in his time with Cloncurry Shire Council, to address as many legacy issues as possible, to deliver balanced budgets, to ensure robust planning is in place for the renewal and upgrade of key assets (water, sewer, airports, saleyards), and to steward the delivery of priority projects and initiatives for the Shire and wider North West Queensland region. When Phil is not at work, he can be found walking, hiking and riding around Cloncurry with his family.
Gary Pemberton was appointed as Council’s Director of Corporate Services in June 2022. He has a background in Public Accounting (Local Government Audit) and has worked in various Local Government roles across Queensland and the Northern Territory. Gary is looking forward to contributing to the Cloncurry Shire Council. Gary and his much-loved dog Frank are excited to get out and explore Cloncurry, which is the biggest town they’ve lived in the last 6 years.
Chris Rohan started with Cloncurry Shire Council in 2023 as Director of Infrastructure and Environment.
Simon Humphreys has been leading the Cloncurry Shire Council Project Team since 2020. He has over 20 years’ experience in leading geographically dispersed, multi-disciplinary project teams and has successfully delivered complex projects (<$50M) in dynamic environments. Simon is driven to create best practice project delivery within Cloncurry Shire Council’s Capital Works program and project environment. He is aiming to provide accountability and community visibility for Council’s project portfolio. In doing this, Simon wants to support Council staff using the best project management delivery frameworks to support sustainable, efficient and effective delivery of projects. Simon enjoys discovering what the Cloncurry region has to offer and relaxing with his family and friends.
Jessica joined Cloncurry Shire Council in 2022. Dedicating her career to Local Government for over a decade, she has worked across three states and territories, developing strong industry networks and unique insight into Local Government operations Australia-wide. Jessica is looking forward to leading her team to achieve and exceed operational targets, enhance strategic performance, and maximise efficiency. She is committed to providing quality and sustainable services to the community through a customer-centric approach and working collaboratively with elected members and her community. When not at work, this self-declared Footy Mum can often be found on the sideline of her local football field or out exploring Outback Queensland with her family.
