Description

Cloncurry Shire Councils Business Incubator Project involves the development of three large industrial sheds.  The project aims to provide affordable and flexible industrial space to support new and emerging businesses, as well as existing enterprises seeking to expand their operations within the Northwest region.

Business incubators have a crucial role in fostering sustainable economic growth, increasing entrepreneurship, technology, and innovation, as well as generating new job opportunities and wealth. They assume multiple functions and provide support and assistance for new startups and existing businesses contributing to their survival and growth, during the most vulnerable periods of operations. Business incubators have been highlighted as promoters of business success, sustainability, autonomy, and profitability, which remain even after the incubation period, with research suggesting that businesses that have undergone incubation, have a higher chance of survival than those that have not.

Objectives

This project aims to support the growth of emerging businesses by providing affordable, modern, and fully serviced commercial and industrial spaces within the North West Minerals Province. The development will create a supportive environment for start-up, micro, and small businesses, enabling them to establish and grow their operations while contributing to a diverse and resilient regional economy.

The project will foster local employment opportunities by encouraging business growth, attracting investment, and strengthening economic self-sufficiency within the Cloncurry community. It will also reduce setup barriers for new businesses by easing the significant upfront costs associated with site development and infrastructure provision, with Cloncurry Shire Council delivering the initial civil works and shed construction.

Operating under a structured business incubation model, the facility will provide tenants with access to essential services, utilities, and adaptable NBN connectivity, allowing businesses to scale and develop. As businesses mature, they will be encouraged to transition into larger commercial premises within the open market, creating opportunities for new enterprises to enter the incubation program and supporting the ongoing growth of the local business sector.

Status

The project is being delivered in two separate portions:

Separable Portion 1 Road and Civil Works are 60% complete.
Separable Portion 2 Shed Installation Works are 25% complete.

Project Updates

May 2026

The project is currently in the construction phase, with significant progress achieved across key work packages. During May 2026, the underground services, including the water main installation, were completed, along with the construction of the reinforced concrete box culvert (RCBC).

Earlier works completed in April 2026 included the construction of Shed 3 foundations, associated concrete and structural steel components, and the erection of the shed columns and roof trusses. Construction activities are continuing in accordance with the project program, with remaining building and civil works progressing on site.

This project is jointly funded by;

  • Cloncurry Shire Council; and
  • Regional Economic Futures Fund (REFF).
