Description

Cloncurry Shire Council is delivering a once-in-a-generation upgrade to the town centre, focused on Scarr and Ramsay Streets, to create a more vibrant, safe and welcoming heart for the community. As part of a broader streetscape master planning program, the project also includes major utilities upgrades.

The Scarr Street Revitalisation Project is a Priority Project under Council’s Corporate Plan 2021–2026 (Strategy KSA2.7 – Urban Renewal and Enhancement).

The project aims to transform Scarr Street into a connected, community-friendly space through streetscape beautification, modern infrastructure upgrades, and improved pedestrian and vehicle safety.

Objectives

These upgrades will support local businesses, encourage social interaction, improve safety, and create an attractive and functional town centre for residents and visitors alike.

Key improvements include:

  • Replacement of aging underground services.
  • New road pavement and footpaths.
  • Underground electrical works.
  • Enhanced landscaping.
  • Modern street lighting.

Project Updates

May 2026

Stage 1 of the project is mostly complete, with underground services including stormwater, sewerage, water mains, electrical, and irrigation infrastructure, along with associated civil works near complete, with concreting of kerbs, footpaths, and driveways currently underway.

Stage 2 underground service works, including stormwater, sewer, water main, electrical, and irrigation infrastructure, are now in progress and will be followed by concreting works, including kerbs, footpaths, and driveways.

From the week commencing 25 May 2026, Durack will close the traffic lane for Stage 2 works to allow for the installation of several service crossings required to complete this stage of the project.

Following the revised construction staging, Stage 3 works (North-East Scarr Street) are expected to commence immediately upon completion of Stage 2 in mid-to-late June. Stage 4 works are then anticipated to begin in late July, following the peak activity period.

October 2025

Tender negotiations have now been concluded, with the contract scheduled for execution before the end of October. This milestone marks the culmination of an extended negotiation period and signals a significant step forward in progressing the project toward delivery.

August 2025 

The tender evaluation phase for the project officially began on June 23, 2025, and ended on August 5, 2025, when Council made a resolution to start contract negotiations with a preferred bidder.

August 2024

The conceptual design process has reached its final stage, with Council and the design consultants having incorporated all necessary revisions.

June 2024

To further refine the conceptual design, a supplementary cadastral survey was conducted. This aided the team in advancing the design process for services, footpaths, and pavement. Additionally, Council and Telstra assessed the condition of communication pits and lids. Subsequently, Align Consulting Engineers presented the second iteration of the conceptual design to Council. Feedback was received, with the aim to finalise the conceptual design in July.

March 2024

A photogrammetry survey was conducted along Scarr Street. This survey involved taking detailed photographs from various angles to create a precise 3D model of the street and its surroundings. The resulting data was used by consultants to inform and enhance the design process of the project.

February 2024

Council appoints Align Consulting Engineers to further develop the design of the Scarr Street project. This development includes moving from the conceptual stage to the level of detailed design and documentation. It is anticipated that the consultants would finish the entire design and documentation package by the end of the year (2024).

October 2023

Surveying works finalised and project managers progressed with services, pavement and traffic concept design and scoping. Stakeholder engagement with Cloncurry Local Business Network. A project program was drafted, accounting for two stages of works.

March 2023

Request for Quotation documentation developed for the engineering design, including traffic swept paths and utilities.

March 2022

Community consultation on the Scarr Street Revisitation Project.
